Overview
Financial Intelligence Centre, abbreviated as “FIC” is a specialized organ established by Law No 74/2019 of 29/01/2020 and governed by Law No 045/2021 of 18/08/2021, then amended by Law Nº 002/2025 of 22/01/2025 with the principal mission of conducting financial intelligence in order to prevent and counter money laundering, the financing of terrorism and the financing of proliferation of weapons of mass destruction and related crimes. It became operational in December 2020. It is under the supervision of the Ministry in charge of finance. For an effective fight against money laundering, the financing of terrorism and the financing of proliferation of weapons of mass destruction, there is a need of a comprehensive cooperation between institutions operating whether at National or international level. Hence, in the performance of its mission, FIC collaborates with security, judicial and administrative organs at national, regional and international levels in order to share information related to the fight against the crimes of money laundering, the financing of terrorism and the financing of proliferation of weapons of mass destruction

Vision
The FIC vision is to be a Centre of Excellence in protecting financial systems by countering money laundering, financing of terrorism and financing of proliferation of weapons of mass destruction.
Mission
The FIC has a mission of promoting financial system integrity by conducting effective financial intelligence in order to counter money laundering, the financing of terrorism and the financing of proliferation of weapons of mass destruction and related crimes.

Structure
The management organs of FIC are the following:
Directorate General;
Executive Secretariat.
Directorate General
The Directorate General of FIC is the supreme organ regarding the management and decision-making enabling FIC to fulfill its responsibilities. It comprises the Director General and the Deputy Director General. Both are appointed by a Presidential order.
Executive Secretariat
The Executive Secretariat of FIC comprises the Executive Secretary appointed by a Prime Minister's Order and other staff members appointed in accordance with relevant laws. FIC is composed by two Departments and one Unit.
Monitoring and Analysis Department
The Monitoring and Analysis Department receives and analyses CTRs, STRs/SARs to identify money laundering and the financing of terrorism as well as the financing of proliferation of Weapons of Mass Destruction. The Department works closely with reporting persons, law enforcement authorities, other competent authorities and the private sector to combat those crimes, and provides support for investigations on request. The Department’s work also contributes to the enhanced international co-operation in countering money laundering, the financing of terrorism and the financing of proliferation of weapons of mass destruction.
Compliance and Prevention Department
The Compliance and Prevention Department is responsible for overseeing supervision and compliance with the AML/CFT&FoP and FIC Laws. These Department co-ordinates the framework that ensures effective and efficient oversight by supervisory authorities. It conducts inspections, both on its own and in support of supervisory bodies, to determine the level of compliance with the AML/CFT&FoP Obligations. It monitors and gives guidance to reporting persons, supervisory bodies regarding AML/CFT&FoP Obligations. It also provides strategic policy advice on fighting money laundering, terrorist financing and financing the proliferation of weapons of mass destruction, including improvements to the legislative framework.
It assists in drafting directives, regulations and guidance as well as legislative amendments when necessary. It also provides training to supervisory bodies and reporting persons and conducts public awareness activities on matters related to money laundering, the financing of terrorism and the financing of proliferation of weapons of mass destruction;
Administration and Finance Unit
Administration and Finance Unit provides the FIC with support services to enable the entity to operate efficiently. The Unit’s primary functions are financial, administrative and human resources management; supply chain management; facilities management; ICT and enterprise architecture and project management.
