Regulations on targeted financial sanctions against terrorism, proliferation of weapons of mass destruction and their financing

The Financial Intelligence Centre (FIC) issued new regulations No 001/FIC/2025 effective 16 January 2025 to implement United Nations Security Council Resolutions with regard to targeted financial sanctions related to terrorism, proliferation of weapons of mass destruction and their financing. 

These regulations require the reporting person, supervisory authority, competent authority, or any other person who holds funds or other assets of a designated person to immediately freeze or seize assets linked to individuals or entities on UN or domestic designated sanctions lists and report to the Centre.

Faults and Sanctions

Any natural person who fails to comply with the provisions of these regulations will be subject to an administrative fine ranging from FRW 3,000,000 to FRW 5,000,000, depending on the severity of the violation. Similarly, a legal entity, legal arrangement, group, or any organization that breaches the regulations will face an administrative fine ranging from FRW 5,000,000 and FRW 20,000,000.
